I went to see a dr for an appointment and the dr was too quick with me....?

I went to see a dr and didn't get a full check up or my questions answered. The nurse or staff was rude and I am just going to go someplace else as soon as possible. I might have had a 3 minute visit and wrote a prescription. I asked the staff to have the dr call me as I'm having a problem with the medicine, he never did and Its been 3 days. I called back and they say go to the ER. But it's not an emergency. They want me to pay a $95 bill in the mail for the visit, I called them back and refused. What recourse do I have? Can I report the dr to someone? It's not safe or fair for the way I was treated.
